Who are These Three Children?

The NYC DOE and the Maryland State Department of Education use the same picture on their websites. Who borrowed from whom? Is this a cost-saving measure by New York City or Maryland?

While surfing the Internet we came across an interesting picture - three boys walking down a hallway in Maryland, on the Maryland State Department of Education website.

But wait! Didn't we see the same picture on the New York City DOE website, but with a different background?

We'd like to take a survey of opinions as to who believes these boys were walking in a Maryland school, or in a yard in New York City.
