How Do People Become 'Experts' On Social Promotion Policy Anyway?

JUST ASKing: While teachers, parents, and Principals know that the social promotion policy whereby students are passed on to a higher grade only to get rid of them and not because they deserved to graduate is being implemented throughout the New York City area, Chancellor Klein appoints a panel of "experts" to tell him that this is indeed happening. How much did the panel cost New York City taxpayers? How many panel members work in the public schools? Why was this panel necessary, and what will be done?
