Are new charter schools going to help parents?

As New York City becomes the first city in the nation to give massive amounts of private money to the establishment of new charter schools, will this help our children? Who can we hold accountable for the outcomes, or performance? If our Chancellor is so behind the charter movement, why does he work to improve public schools in New York City...or does he?
