Why did the New York City Board of Education refuse to give available space in the Julia Richmond Complex to Upper East Side residents in Manhattan, so that their children could have a high quality selective college-prep high school in the neighborhood? Every politician in town told activist parents that "You will never get seats in this complex. Never."
