School Choice Issues: Grading Vouchers, Ranking America's school Choice Programs

This report, funded by the Friedman Foundation, evaluates voucher programs based on three criteria: student eligibility; purchasing power; and school restrictions. The overall grade for each program is the average of its' grades in these three areas.
