These initiatives grew out of what has been portrayed by some public officials and much of the news media as a frightening spike in violence in New York City public schools. In reality, though, the facts do not support that conclusion. As a result, Mayor Michael R. Bloomberg and the Department of Education are pursuing solutions that fail to address the real problems: long-established administrative policies that inadequately distribute resources to schools.
