Are Online Educational Programs an Answer to Space/Resource Issues?

Should public money be spent on high quality online programs for children who need/must/want to stay at home and learn?

The teacher Unions and Department of Education do not like this idea, as they will not be able to get paid under the current union work rules, which mandate attendance in school. Is there a way for the current rules to be changed, to integrate homeschooling and online education?
