Is There a Rift Widening Between Mayor and Chancellor?

The Chancellor and Mayor are playing a destructive game, if they believe they can successfully change the performance of students while teachers are fearful of their jobs if they speak out and/or resentful of the administration at Tweed. Nothing will succeed without both sides joining together, and there seems to be less and less desire to do this on either side. Is the growing rift between the Mayor and Chancellor going to sabotage any reform in New York City?
